The Bond Committee, made up of a wide cross-section of the Ashland community, worked to review the needs of the school district, related to the following goals:

- Promote financial stewardship
- Standardize facility systems
- Plan for the future
Cost Information: As with prior District bonds, the projected levy rate resulting from the District bonds is estimated to be at or below $2.00 per $1,000 of taxable assessed value. After thirteen years, the projected levy rate is estimated to reduce to $1.00 per $1,000 for the following twelve years.
Actual levy rates may differ due to actual interest rates and changes in taxable assessed values over the life of the bond.

AMS:
Ashland Middle School is complete, and staff and students are fully occupying and enjoying the new spaces.
Ashland Middle School comprises about 40,000 sq. ft. of the project including a new library and addition of a newly constructed two-story 6th grade building with an elevator.
The campus includes a leadership room with full kitchen designed to host campus events. The SPED area includes multiple classrooms and offices with an additional calming space, private restrooms, and secure outdoor learning area. The covered courtyard is central to the campus with a multifunctional design including reclaimed wood beam stadium style benches for outdoor educational purposes and skateboard accommodating features allowing students a safe and fresh outdoor space for various activities. The kitchen and cafeteria have also been upgraded with new appliances and renewed finishes.
Throughout the campus, upgrades in HVAC systems, plumbing, and electrical are prevalent, introducing energy efficiency air quality improvements and climate resilience resulting in more accommodating environments for maximum learning opportunities. Additionally, the school has received upgraded widows, new roof systems, new restrooms and redesigned administrative/office spaces. The project also resulted in improvements to overall campus security, technology infrastructure, seismic upgrades and accessibility, and has been retrofitted with fire alarm and fire suppression systems as well. Lastly, upgrades to the parking lot and vehicle entry and exit included clear-cut pick up and drop off areas to assist with reduced congestion during high traffic periods.

TRAILS outdoor school is complete and staff and students are thoroughly enjoying their new space!
The school has its own newly renovated building stretching across 26,000 sq. ft. of useable space. The campus now includes 6 classrooms, a library, art lab, SPED/Reading Intervention room, music facility and multi-purpose room. There is also a grand outdoor structure attached to the building allowing activities in adverse weather which even includes an integrated rock climbing wall. The multi-purpose room is also known as the community room and is the highlight of the building. This area provides a place for staff and students to congregate for events and also allows for the outdoors school nature to develop with large windows and overhead doors that can be opened to connect to the outside. The adjacent ready room has a full kitchen which accommodates the preparation for outdoor activities as well as daily meal arrangements.
The facility also has received air quality improvements and climate resilience updates, additional tech infrastructure, accessibility updates, campus safety and security upgrades and sitework upgrades along Walker Avenue including improved parking, circulation, and access/security.

Current Activities
With the completion of this project, Helman Elementary School staff, students and community members are now able to fully utilize the renovated campus. The renovations included a brand new approximately 23,000 square foot classroom building to replace two of the existing quad buildings. The construction of this building has a net reduction in the schools energy use that truly models the Ashland School District’s adoption of the City of Ashland’s Climate and Energy Action Plan. The new classroom building also includes a SPED instructional space with exterior play area, sensory room with state of the art furnishings, a large multipurpose room with an operable exterior wall and multiple breakout spaces scattered throughout the building.
The front administration area underwent a full renovation that included an access controlled entry. New reception area, conference room and staff work room concluded the new spaces included in the administration area.
Campus wide, a new 4-Pipe hydronic HVAC system that includes new high efficiency boilers, new air handlers and a new chiller was installed. A new building controls system allowing the district to operate the new systems as efficiently as possible and minimize any maintenance or troubleshooting delays was also included. The campus also received a new fire alarm system bringing everything up to current building codes.
On the exterior of the site, a new entry drive was installed that will aid with traffic congestion during high traffic periods. Additional parking was installed at the south end of the campus. There is a brand new 1/8th mile walking track and new playground that is accessible to all. New landscaping wraps up the remainder of the campus.

- Work is progressing rapidly on the Humanities Building with the majority of demo and abatement complete in the basement and through the 1st floor.
- A substantial amount of seismic retrofit on the perimeter of the building at the 1st floor is complete and will continue to advance upwards.
- The new elevator tower CMU shell is nearly complete and will continue to finish out through the coming months.
- Mechanical, electrical, plumbing and HVAC are a primary focus of the building modernization, and this work continues to progress through field verification of existing equipment and simultaneous refining of the design upgrades.
- The most apparent work related to the Humanities Building in the upcoming weeks will be continued concrete work and excavation at the building perimeter.
- Active construction areas will be clearly delineated, and all will need to remain diligent of the signage for navigating the campus and noting off limit areas to ensure safety and continued progress of construction.
AHS ADA Commons Stair Replacement
- Progress on the stair replacements has picked up as the summer comes to an end.
- Stair 3 has treads, risers, and most of the construction components for use.
- Stair 1 field welding continues as rail installation begins as well as adjacent steel beams and treads.
- Stair 2, much like Stair 1, continues with field welding to attach steel beams and stringers.
ADA Commons Project
- The project has come to substantial completion.
- This means that all of the intended ADA concrete ramps, concrete stair sections and rails have all been installed and can be used through-out the campus.

Current Activities
The majority of the bond work is completed at Willow Wind. During the summer of 2021, the school underwent a major renovation. The HVAC system was replaced and upgraded to a higher efficiency system that can provide clean comfortable heating and cooling to all spaces.
An addition was built comprised of additional restrooms onsite while the existing restrooms were also renovated with new fixtures and finishes.
A new 2 classroom prefabricated modular addition was added to the site. This provided some much needed additional instructional space. In addition to the classrooms, site sidewalks and ramps were added to provided access.
Around the exterior site, a new ADA ramp and rails was added to provide access to the lower floor at the art room. Additional landscaping and exterior canopies were also provided. The exterior of all buildings received new paint and the parking lot was seal coated

All district buildings will be upgraded with systems that:
- Air Changes:
- Buildings will have between 3-7 air changes per hours, depending on the spaces. For example, the air will be replaced with filtered air every 8-20 minutes.
- Provide fresh air (outside air)
- All systems in the district will have Direct Digital Controls (DDC) that monitor fresh air intake and modulate based on needs. At night, there will be system flushes that pull air out and replace with fresh outside air. Additionally, during occupied hours, there will be an outside air change 2-3 times per hour.
- Have air filtration (MERV13 filtration)
- All systems will be designed to accommodate MERV 13 filters. Last summer, the board receiving a presentation from a firm who consulted with ASHRAE on best practices, which assisted our development of these strategies. The attached graphics illustrate the effectiveness of MERV rating on various micron levels.
- Provide Cooling
- Many district buildings do not have cooling, including AHS Gymnasium and BES Gymnasium. All buildings, when bond projects are complete, will have cooling.
- Digitally controlled, with remote access:
- DDC controls allow the district to monitor and respond to conditions in HVAC equipment and building spaces. Control points are added to fans, dampers, Co2 monitors, thermostats, etc. These data points are programmed to respond to the needs of spaces. For example, if Co2 levels rise in a classroom, the program will call for outside air louvers to increase outside air and return air louvers to reduce return air.
- Commissioned and functioning within a close temperature swing
- HVAC systems can be incredibly complicated, especially with the addition of DDC controls and efficiency requirements. The district has hired independent third-party consultants to test and verify that the system is not only installed correctly, but operates as it is intended.
